goverment was effective and he wondered whether it would

not be better to wait until he saw the remite of the Dis- bandment Conference at present being held in Banking.

The Benior Minister observed that in that case it seemed

better to wait until we knew what the Japanese Government's

attitude was before proceeding further.

It was no use bringing

the whole Diplomatic Body together until we at this meeting were clear as to our respective positions.

The French Chargé d'affaires said he would like to take

this opportunity to mention the embarrassing position in which

he found himself. The question of the protection of Frenoh

interests in Yunnan, and more especially on the Yunnan Railway had again come to the fore, and he had in his pocket a request from his Government that the other parties signatory to the Arms Embargo Agreement should agree to the supply to the Turman authorities of a further consignment of rifles and armani tion. Such applications had been made in the past and agreed to. but in the present instance he knew, by prior consultation with the American Minister, that the latter would not be able to agree to this appliestion if put forward to the iplomatic Body, and con- sequently he had hitherto refrained from doing mo.

Meantime

there was a British application for the further supply of anti- påracy oraft to Canton, and he intimated, somewhat naively, that if Amerise blocked the French supply of riflem to Yunnan it would be difficult for him, Monsieur dowse, not to block the British

supply of anti-piracy armament to Cantoni Ho ever, he saw that

this particular question of supplying arms to Yungen was really covered by the far larger question of the possible abolition of

the Arme Embargo, and as to that he imagined that the French

Goverment would probably agree that the time to do away with it

had now arrived. He would consult them.
